James LeBlanc

Director of Grant Associates’ WIOA Adult/Dislocated Workers and Youth Programs

James LeBlanc is the Director of Grant Associates’ WIOA Adult/Dislocated Workers and Youth programs in Montgomery County, MD. He manages all operations, business engagement and development, work readiness training, and job placement and retention in partnership with WorkSource Montgomery. James joined Grant Associates in 2020 with nine years of workforce development experience in both the non-profit and for-profit sectors and has expertise in collaborating with businesses, clients, and industry councils. James was previously the director of a WIOA youth program where he and his team created a construction academy for out-of-school youth. James is actively involved in the community, has pastored a church, and currently serves on the Board of Samaritan Inns, a recovery community in the Washington, DC area. He has received awards for his leadership and involvement and has presented at Workforce Development conferences. James holds a bachelor’s degree in Pastoral Leadership from Newburgh College.
